The program was presented by Mariano Rajoy, president of the People's Party of Spain, on February 25, 2007:

 Latin America: An agenda for Liberty
 

“América Latina: Una agenda de Libertad” is a document (in Spanish) of the Foundation for Social Analysis and Studies (FAES) prologued by José María Aznar, directed by Miguel Ángel Cortés and coordinated by Guillermo Hirschfeld.

América Latina: Una agenda de Libertad offers some ideas to tackle the main problems faced by the region that hinder its prospects for growth. Despite the dark clouds on the horizon, Latin America can leverage the strength of the liberty and democracy ideals to be at the forefront of nations. Latin America's definitive alignment with the West is crucial for the survival of the Western civilization.”

 Agreement for Liberties and Against Terrorism
 

On December 8, 2000 the People's Party of Spain and the People's Socialist Party signed in Madrid the Agreement for Liberties and against Terrorism.
